This position is a Testing Material Manager Engineer.

About the Job:

The Materials Engineer administers the District Qualified Technician and Independent Assurance Programs, including supervising a team of technicians. Incumbent develops and provides continuing education training for field and laboratory personnel. Incumbent administers District contract material records using SiteManager Project Management programs, and administers and maintains Certified Hot Mix Asphalt (HMA) Producer Program plan. Incumbent represents the organization in resolving HMA contract issues, and assures compliance with the Indiana Department of Transportation (INDOT) Safety Policy and Procedures. This position reports directly to the Highway Engineer Supervisor 4 in Testing.

A Day in the Life:

  • Administers and maintains Certified Hot Mix Asphalt (HMA) Producer Program;
  • Schedules and attends HMA audits;
  • Represents the organization in resolving HMA issues on district contracts;
  • Reviews and approves HMA mix designs for contract usage;
  • Supervise subordinate Independent Assurance Technicians;
  • Monitors and tracks qualified and certified technician qualifications;
  • Administers district contract material records using SiteManager Project Management Program;
  • Assists in contract material record certification;
  • Develops and provides training, guidance and direction in the development of district testing for
  • field and laboratory personnel;
  • Acts as staff technical liaison for Construction and Industry on a variety of issues; and,
  • Performs other related dutes as assigned.

What We're Looking For:

  • Bachelor of Science Degree in Civil Engineering from an Accreditation Board for Engineering and Technology (ABET) accredited school; Twelve months experience as a Transportation Engineer (Preferred); Licensed as Registered Professional Engineer in Indiana (Preferred - Non licensed engineer will be under slotted); Twelve months experience as group or project leader providing work direction and training to engineering technicians and/or lower level engineers (Preferred), or twelve months experience in conducting engineering related research (conducting engineering related research only applies to staff specialist positions);
  • Must possess valid driver's license;

What You'll Need for Success:

  • Considerable knowledge in Outlook, Word, Excel, and Access programs;
  • Broad knowledge in construction materials sampling and testing standards, federal, state, and departmental established test procedure and standards pertaining to materials;
  • Skill in operation, calibration and maintenance of materials testing/sampling equipment;
  • Ability to define problems, collect data, establish facts and draw valid conclusions;
  • Ability to maintain and complete accurate and concise reports;
  • Specialized knowledge of, and ability to apply, a variety of Federal, State, and local guidelines, manuals and regulations for purposes of materials inspection for compliance with standards;
  • Specialized knowledge and experience in laboratory testing materials and procedures;
  • Ability to write technical communications for requisitioning equipment and supplies;
  • Excellent time management skills;
  • Limited knowledge of American Association of State Highway Transportation (AASHTO), American Society for Testing Materials (ASTM), Indiana Test Meathods (ITM), and INDOT specifications;
  • Ability to work independently; and,
  • Must be able to effectively communicate verbally and in writing with technical and nontechnical persons.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
